It’s a challenging world for nonprofits and the communities we serve. COVID-19 has deeply exacerbated our community's greatest inequities and the road to recovery has been pitted by roadblocks and slowdowns. Silicon Valley Council of Nonprofits welcomes nonprofits to our Activate Your Impact Policy Summit from February 15 to February 17. 

This year's theme is Driving Fearless Advocacy. Designed for nonprofits that want to take their advocacy efforts to the next level, our summit speakers will provide inspiration and practical guidance about how to fearlessly drive policies that advance social justice for oppressed communities. As always, the summit will provide tools to help nonprofits further policies that will advance their missions.

On February 17, we'll gather for Early Childhood Policy: Local Priorities in the Context of the California Budget, presented by Dr. Heidi Emberling, Deputy Chief of Early Learning, FIRST 5 Silicon Valley.

Early childhood learning funding and policy is experiencing a seismic change across the country. FIRST 5's new Deputy Chief of Early Learning will review the early education landscape, discuss FIRST 5' policy priorities, and how you can plug in to advocacy to ensure that our community has the quality early education opportunities it needs!

Dr. Heidi Emberling Deputy Chief of Early Learning, FIRST 5 Santa Clara County

Dr. Heidi Emberling is Deputy Chief of Early Learning at FIRST 5 Santa Clara County. She has worked in the field of Early Learning and Care for more than 20 years, focusing on creating equitable systems of care that center the diverse needs of young children, families, and early learning professionals. Prior to FIRST 5, Dr. Emberling was Director at Parents Place, a program of Jewish Family & Children's Services, where she worked for 16 years.


Leah Asuncion Program Officer in Early Learning, FIRST 5 Santa Clara County

Leah Asuncion is a Program Officer in Early Learning at FIRST 5 Santa Clara County. She is a former Director of a QUALITY MATTERS Family Child Care, which she led for 14 years. She has deep experience in developing curriculum, conducting developmental assessments and screenings, meeting quality program standards, and providing engaging environments for children and families. Leah’s personal commitment to lifelong learning and her passion for the education of young children have led her to complete her BA in Child and Adolescent Development at SJSU and pursue her graduate degree in Educational Leadership at Santa Clara University.


Esmeralda Rosales Director of Early Learning, FIRST 5 Santa Clara County

Esmeralda Rosales is a Director of Early Learning at FIRST 5 Santa Clara County. She has extensive experience working in the early childhood field with children, families, and educators. For the past decade, she has worked with San José Unified School District, Santa Clara County’s Community Child Care Council, and FIRST 5 to provide leadership, coordination, and support for preschool educators, family child care home providers, and families. She is a graduate of Pacific Oaks College with a BA in Human Development, Concentration in Early Childhood Education and Development.


Matthew Tinsley Director of the Strong Start Initiative, Santa Clara County Office of Education

Matthew Tinsley is the Director of the Strong Start Initiative at the Santa Clara County Office of Education (SCCOE). Strong Start is a coalition of community leaders, early education providers, nonprofit organizations, elected officials, members of the business community, and other key stakeholders who are committed to expanding access to high quality early learning opportunities for all children ages 0 to 8 in Santa Clara County. Matt earned a Ph. D. in Experimental Psychology from Indiana University and is an alumnus of the Robert Wood Johnson Foundation Culture of Health Leaders program.
