Silicon Valley Council of Nonprofits' (SVCN) and Choose Children's candidate fora provide an opportunity for the nonprofit community to learn the ideas, visions, and priorities of local candidates. We will center our discussion on policies and programs that directly impact children, with a clear focus on issues that affect nonprofits as partners, government contractors, community-based service providers, and advocates.

In this space, we also focus on key policy areas such as affordable childcare, college and career development, food security, transitional-age youth empowerment, and mental health.

The public is welcome to attend our nonprofit candidate forum. However, please be advised that we will be prioritizing questions from nonprofit members and leaders.

All registered candidates for the Board of Supervisors District 2 have been invited to the Thriving Children & Families Candidate Forum. The following candidates have confirmed their attendance:


District 2 Candidates

Jennifer Celaya Social Activist & Legal Document Assistant

As the only candidate for District 2 who is a San Jose native, Jennifer understands the unique challenges of Santa Clara County residents. Jennifer is NOT a politician, but rather a hardworking and ethical citizen whose firsthand experience with the broken system gives her a very unique perspective and insight into the challenges that Santa Clara County residents experience when dealing with the County’s government. As a mother, Jennifer understands the need for change in our community, for many promises have been made and broken by “experienced politicians” (a.k.a. career politicians). Through the years Jennifer has demonstrated her commitment to the community she lives in by giving hundreds, perhaps thousands of hours of her time in support of parents and their children who have fallen into the chaotic legal system that profit from suffering through the separation of families. Jennifer wants to restore the trust for our residents of Santa Clara County within our local government.


Betty Duong Chief of Staff, Board of Supervisors District 2

An attorney, policy expert, County leader and the daughter of immigrants - Betty Duong is a lifelong resident of San Jose whose life has been deeply intertwined with County government. Betty’s commitment to making the County accessible and work for everyone is personal, not political.

Born and raised in San Jose, Betty is a lifelong resident of District 2. Betty’s family arrived in San Jose after the Viet Nam War. As clients of the County’s Refugee Resettlement Program, the family lived in downtown San Jose before moving to the Eastside, to rebuild their lives with the support of County services.

For the last 10 years, Betty has worked across the County organization to strengthen the same safety net her family relied on. Betty has been instrumental in the development of County initiatives such as the Vietnamese American Service Center and the Measure A - Affordable Housing Bond Measure. As Supervisor, Betty will create more housing, tackle the homelessness crisis, and advance public safety.


Corina Herrera-Loera Governing Board Member, Alum Rock Union Elementary School District

From humble roots, my parents, Jose Luis and Martha Herrera, immigrated with dreams for a brighter future. My father endured field labor for our family, instilling in me the values of hard work and community service. Witnessing the challenges in my neighborhood fueled my commitment to making a difference. I earned degrees to empower the vulnerable, dedicating my life to community service. As a high school counselor, nonprofit worker, and Juvenile Deputy Probation Officer, I've guided youth and supported mental health. Amid the pandemic, I served as a Public Information Officer for Spanish-speaking communities. In 2019, amidst school board dysfunction, I stepped up, transforming the board with the community's help, initiating projects like the Cesar Chavez Early Learning Center and securing affordable housing for teachers. Championing the district's first ethnic studies curriculum, I fostered cross-cultural understanding. Connected to my Wixarika roots, I advocated for the indigenous community, earning the Muwekma Ohlone Tribe's endorsement. Despite challenges, I am the underdog this community needs, dedicated to creating a healthier, happier, and safer community, offering everyone a better chance to succeed.

Madison Nguyen Businesswoman/Parent

Madison Nguyen is a longtime public servant. She was born in Vietnam and came to America as a child. As a teenager, she worked alongside her parents and siblings in the fields of the

Central Valley and relied on government programs to get by. She has spent her life fighting for vulnerable children and families, so they have the same strong support that helped her family.

Madison served on the San Jose City Council from 2005 - 2014, with four years as Vice Mayor, where she worked to create hundreds of new jobs, build more affordable housing and expand public parks. She previously taught at DeAnza College, and served on the Franklin-McKinley Board of Education.

After leaving office, she led a nonprofit that provided food and household supplies to families and currently helps small businesses grow. Today, she lives in Santa Clara County, District 2, with her husband, Terry, and daughter, Olivia.
